# Mexico Letter of Authorization (LOA) guidelines

This page is created to address and answer the most frequently asked questions about the registration requirements for Mexico and how to complete the Letter of Authorization (LOA).

## Registration requirements

To register your senders, submit the required documents based on the **traffic origin** of the sender.

#### Sender requirements

* Unregistered senders will be automatically converted into a **short code**.
* **Generic senders** are not allowed.
* Sender name must be **3-11 characters** long.
* Special characters are **not allowed**, except for:
  * space ( ),
  * underscore (_),
  * dot (.).

#### Information to prepare

Before submitting the required documents, make sure you have the following details ready, as they will also be requested by the telecom operator:

* **Company name**
* **Company website**
* **Headquarters address**
* **Industry**
* **Type of traffic**
* **Traffic origin**

## Local senders registration

A local sender is an entity that operates within Mexico and focuses on reaching recipients who are also located within the country.

To register your sender, please provide the **required documents for each network** and complete the **Letter of Authorization (LOA)** fully and accurately.

Note
Sender registration involves setup fees. For more details, reach out to your dedicated account manager or [Support](mailto:support@infobip.com).

### Movistar (Pegaso PCS) Mexico [#movistar-mexico-local-senders-registration]

* A reference copy of the document is available in **English**. However, the supplier requires the completed form to be submitted in **Spanish**.

Fill in the following fields on the first page:

1. **Agregador** - Leave blank (this will be completed by the aggregator, Infobip).
2. **Cliente / Marca** - Enter the **brand name/brand owner**.
3. **Tipo de solicitud** - Select the type of request (for example, Alpha, Short Code registration) and mark the relevant option with an **X**.
4. **Marcación de servicio** - Add the **short code** (if applicable).
5. **Tipo de marcación** - Select the relevant short code type and mark with an **X**:
    1. **Dedicada** - Dedicated
    2. **Compartida** - Shared
6. **Alta de marcación** - Choose the applicable option and mark with an **X**:
    1. **MT** - One-way
    2. **MO** - Two-way
    3. **DLRs** - Delivery reports
7. **Tipo de tráfico** - Indicate the type of traffic (for example, marketing, authentication, or utility).

On the **second page** of the request form, complete the service information:

1. **Máscara** - Sender name
2. **Descripción del servicio** - Service description
3. **Fecha de lanzamiento** - Release date
4. **Reporte de fallas** - Failure report contact/details
5. **Costo de la marcación MO** - MO dialing cost
6. **Horario del servicio** - Service hours
7. **Opt-in del servicio** - Service opt-in process
8. **Opt-out del servicio** - Service opt-out process
9. **Mensajes del servicio** - Service messages
10. **Giro de la marca** - Brand industry/sector
11. **Términos y condiciones** - Terms and conditions
12. **Aviso de privacidad** - Privacy notice
13. **URL página web** - Website URL

### AT&T Mexico [#at-t-mexico-local-senders-registration]

When submitting, name the file using the following format:

`Brief ATT_[Client Name]_[Mask or SC]_Date [DD.MM.YY.]`

Note
A **local entity in Mexico** is required for local registration.

After you download the template, make sure to provide any **considerations or comments** that you or your organization believe are important for the registration process. Include service-related details such as campaigns, use cases, or other relevant information.

Also provide the **launch date** and any specific considerations you would like to highlight.

Then, complete the service information using the following fields:

* **Descripción del servicio** - Service description
* **Marcación del servicio** - Service short code
* **Máscara** - Mask / sender name
* **Costo de la marcación** - Service short code cost
* **MT** - One-way messaging
* **MO** - Two-way messaging
* **Opt-in del servicio** - Service opt-in process
* **Opt-out del servicio** - Service opt-out process
* **Keywords del servicio** - Service keywords
* **Mensajes del servicio** - Message templates
* **Canales de comunicación** - Communication channels; how the service will be announced
* **Términos y condiciones** - Terms and conditions
* **DN’s de pruebas** - Test numbers, if any
* **Screenshot** - Optional; can be provided once the sender is properly configured

### Telcel [#telcel-local-senders-registration]

When submitting, name the file using the following format:

`Brief Telcel_[Client Name]_[Mask]_Date [DD.MM.YY.]`

After you download the template, complete the following fields in the request form:

1. Provide the following information:
    1. **Company name**
    2. **Short code to use**
    3. **Starting date**
    4. **Flow and reach** - Describe how the messages will be delivered. The process for delivery must be clearly defined.
    5. **Type of information** - Indicate the type of messages to be sent (for example, transactional, notification, OTP, promotional).
2. **Terms of agreement** - Include the agreement the client will sign or receive to approve SMS delivery.
3. Provide the following information:
    1. **Approximate traffic volume**
    2. **Aggregator name** - If the client uses another provider.
    3. **Scheduled sending time** - When the messages will be sent.
    4. **Date of requirement**
    5. **Masked numbers** - Specify if any masked numbers will be used.
    6. **Delivery Reports (DRs)** - Indicate if requested.

## International senders registration

An international sender operates outside Mexico, but the target recipients are located within Mexico.

### Movistar (Pegaso PCS) Mexico [#movistar-mexico-international-senders-registration]

When submitting, name the file using the following format:

`Brief Movistar_[Client Name]_[Mask or SC]_Date [DD.MM.YY.]`

After you download the template, complete the following fields in the request form:

**First page**- general information

1. **Agregador** - Leave blank; this will be filled in by the aggregator (Infobip).

5. **Costo de la marcación MO** - MO dialing cost
6. **Horario del servicio** - Service hours
7. **Opt-in del servicio** - Service opt-in process
8. **Opt-out del servicio** - Service opt-out process
9. **Mensajes del servicio** - Service messages / sample messages
10. **Canales de comunicación** - Communication channels (for example, SMS, Viber, WhatsApp, Voice)
11. **Giro de la marca** - Brand line / industry
12. **Términos y condiciones** - Terms and conditions
13. **Aviso de privacidad** - Privacy notice
14. **URL página web** - Website URL
15. **DN’s de pruebas** - Test numbers
16. Leave space reserved for **Telefónica information** blank.

When submitting, name the file using the following format:

After you download the template, complete the following fields in the request form:

1. **Launch date** - Planned start date for the service
2. **Considerations** - Any important comments or details you would like to highlight
3. Provide the following service information as below:
    1. **Descripción del servicio** - Service description
    2. **Marcación del servicio** - Service short code
    3. **Máscara** - Mask / sender name
    4. **Costo de la marcación** - Service short code cost
    5. **MT** - One-way messaging
    6. **MO** - Two-way messaging
    7. **Opt-in del servicio** - Service opt-in process

    9. **Keywords del servicio** - Service keywords

When submitting, name the file using the following format:

`Brief Telcel_[Client Name]_[Mask]_Date [DD.MM.YY.]`

After you download the template, complete the following fields in the request form:

1. Provide the following information:
    1. **Company name**
    2. **Short code to use**
    3. **Starting date**
    4. **Flow and reach** - Describe the traffic flow and clearly define the process for message delivery.
    5. **Type of information** - Indicate the type of messages to be sent (for example, transactional, notification, OTP, promotional).
2. **Terms of agreement** - Include the agreement the client will sign or receive approving SMS delivery.
3. Provide the following information:
    1. **Approximate traffic volume**
    2. **Aggregator name** - If the client uses another provider
    3. **Scheduled sending time** - When messages will be sent
    4. **Date of requirement**

Once all requirements and documents are completed, you can:

- Direct customers (end customers) - start the Sender ID registration process [here](https://portal.infobip.com/channels-and-numbers/channels/sms/overview), and click the **Request Sender** button under Alphanumeric Sender ID. Provide the necessary details and submit the request.
- Wholesales/partner - contact wholesale_registrations@infobip.com and your dedicated account manager, and provide the documents along with the required sender information.
