Brazil Letter of Authorization (LOA) guidelines

Before you begin, check the basics of Brazil coverage, restrictions, and current regulations.

This page is created to address and answer the most frequently asked questions about the registration requirements for Brazil and how to complete the Letter of Authorization (LOA).

As per local regulations, alphanumeric senders can only be registered by entities based in Brazil.

There are three major networks in Brazil that support alphanumeric senders:

  1. Claro
  2. TIM
  3. Vivo

Registration requirements

The Letter of Authorization (LOA) is a mandatory document for SMS sender registration in Brazil. It verifies the legitimacy of the sender, ensures compliance with local regulations, and establishes accountability.

Sender requirements

  • Must include only the brand name.
  • Cannot contain special characters (including spaces and underscores).
  • Must be written in uppercase letters.
  • Cannot be generic, such as acronyms or short words that could apply to multiple companies.
  • Maximum length is 11 characters. Any sender name longer than this will be rejected.

Local senders registration

A local sender is an entity that operates within Brazil and focuses on reaching recipients who are also located within the country.

To be considered local traffic, the company must have a registered entity in Brazil.

To register your sender, make sure to:

Note- Only alphanumeric senders are allowed for local registration.
- Any sender that is not registered will automatically be converted into a short code.

Once you download the LOA template, make sure to complete it according to the following guidelines:

  1. Full name of the appointed person
  2. ID number of the appointed person
  3. Company name
  4. Company Tax ID
  5. Infobip (as the authorized provider)
  6. Sender name you are registering
  7. Infobip (as the authorized provider)
  8. Date
  9. Name, position, and signature of the appointed company representative

The LOA must be signed by the company, authorizing Infobip to use their brand for SMS traffic.

Brazil LOA

International senders registration

An international sender operates outside Brazil, but the target recipients are located within Brazil.

Registration is not required for international traffic. If you are sending gambling or betting-related traffic via short code, please contact the Spam team at [email protected] to request safelisting for this type of traffic.

Once all requirements and documents are completed, you can:

  • Direct customers (end customers) - start the Sender ID registration process here (opens in a new tab), and click the Request Sender button under Alphanumeric Sender ID. Provide the necessary details and submit the request.
  • Wholesales/partner - contact [email protected] and your dedicated account manager, and provide the documents along with the required sender information.
