Bulgaria Letter of Authorization (LOA) guidelines

Registration requirements

This section provides information about the requirements for registering senders in Bulgaria, which vary based on whether they are local or international senders. Sender requirements

  • Generic senders are strictly prohibited.
  • Special characters are not allowed in the sender's name.
  • For promotional traffic, URL opt-out is mandatory and it is added automatically.

Local senders registration

A local sender is an entity that operates within Bulgaria and focuses on reaching recipients who are also located within the country.

Local traffic is strictly categorized into two types:

  • Promotional
  • Transactional

If you plan to send both types of traffic, you have two options:

Using separate senders: You can opt to use two different senders: one for promotional traffic and another for transactional traffic. This approach ensures a clear distinction between the two types of communication and helps maintain compliance with local regulations.

Using the same sender for both types of traffic: Alternatively, you can use the same sender for both promotional and transactional traffic. In this case, you will need to set up and manage two separate accounts:

  • Promotional account: One account will handle sending promotional messages using the same sender.
  • Transactional account: The other account will be dedicated to sending transactional messages with the same sender.

This dual-account setup allows you to maintain the necessary separation between promotional and transactional traffic while using a single sender ID.

In certain cases, especially for local registrations, telco may request proof of local presence, such as Bulgarian VAT registration or other relevant documentation, if there is any uncertainty about the sender’s local status. Be prepared to provide this information if needed.

There are also setup fees for registering local senders. For more details, contact your dedicated account manager.

To register your senders in Bulgaria, please review and submit the following requirements, based on the type of sender.

Alpha senders registration

Before proceeding with the document requirements, have the following details ready, as they will be necessary when registering with telco in addition to the required documents:

  • Company name
  • Company website
  • Estimated monthly volume
  • Use case description
  • Type of traffic; for promotional traffic, provide the opt-in and opt-out method

After you download the template, follow the below guides and fill in the yellow highlighted fields by completely replacing each field with your information. If a field is not highlighted, do not change it.

NOC Letter Bulgaria

  1. Company logo.
  2. Date when the LOA was filled out.
  3. Company name.
  4. Fill out the table with the sender names you want to register and their content sample.
  5. Company website.
  6. Representative name and email with signature and company stamp.

Originator Declaration

  1. Representative and company information:

    • [Representative]: Enter your full name as the authorized representative of the company.
    • [Position in the company]: Specify your job title or position within the company.
    • [Client company name]: Write the full legal name of the company you represent.
    • [Company registration address]: Provide the official registered address of the company.
    • [Address for correspondence]: If the address for correspondence is different from the registered address, enter the correct correspondence address. If it is the same, you may leave this section unchanged.
    • [City, country or competent authority]: Indicate the city, country, or competent authority where the company is registered.
    • [UIC/Company number]: Write the unique identification code or registration number of the company.
  2. Contract and service information:

    • [Name of the contract]: State the name of the contract relevant to the services being provided (e.g., "Contract for notification services").
    • [Date of signing the contract]: Enter the date when the contract was signed.
    • [Aggregator name]: Please input Infobip as the service provider or aggregator who will be sending messages on behalf of the company.
    • [Name spelling of the sender]: Clearly spell out the alphanumeric sender name that will be used for sending messages on behalf of the company.
  3. Declaration signature:

    • Signature: Sign your name in the space provided under "Declarant."
    • Name: Print your full name below your signature.

Shortcode registration

No documents are required when registering a shortcode with telco, but you will need to provide the following information. Please ensure that your shortcode meets the following criteria: it must be between 4 and 6 digits and must start with the number 1:

  • Company name
  • Sender type (shared or dedicated)
  • Type of traffic; for promotional traffic, provide the opt-in and opt-out method
  • Use case description
  • Message template
  • Estimated monthly volume

International senders registration

International sender operates outside Bulgaria but the target recipients are located within Bulgaria.

Before proceeding with the document requirements, have the following details ready, as they will be necessary when registering with telco in addition to the required documents:

  • Company website
  • Company name
  • Type of traffic
  • Estimated monthly volume
  • Traffic origin
  • Company address
  • Industry

To expedite the registration of your sender, download and complete the LOA accurately as instructed, and provide any other required information.

  1. Company letterhead and footer.
  2. Date of the LOA.
  3. Company name.
  4. Company and representative details.
  5. Sender details that you will be registering.
  6. Company stamp.
  7. Representative signature.

Once all requirements and documents are completed, you can:

  • Direct customers (end customers) - start the Sender ID registration process here (opens in a new tab) and click the Request Sender button under Alphanumeric Sender ID. Provide the necessary details and submit the request.
  • Wholesales/partner - contact [email protected] and your dedicated account manager, and provide the documents along with the required sender information.
