EDIH Adria among the top of European digital innovation, Infobip a key partner in the project

The project in which Infobip is a partner has also been named the best EDIH project in Croatia

Zagreb, 17 February 2026. – The EDIH Adria consortium (European Digital Innovation Hub Adria), of which the global cloud communications platform Infobip is a member, has recently successfully completed a three-year EU project aimed at strengthening the digital maturity of Croatian small and medium-sized enterprises and the public sector, with a strong focus on artificial intelligence. EDIH Adria ranked among the ten most successful EDIHs in the European Union and earned the title of the best in Croatia by number of services delivered.

Infobip participated in the project alongside the University of Rijeka as the project lead, Ericsson Nikola Tesla, the University of Pula, the StepRI education incubator, and the PORIN development agency.


The EDIH Adria project has shown that digital transformation can be concrete, measurable, and directly beneficial for entrepreneurs and the public sector. Through hands-on work, technology testing, and targeted training programmes, we enabled organizations to apply new digital tools, particularly those based on artificial intelligence, in real business and administrative processes. During the implementation of the project, Infobip organized four bootcamps for small and medium-sized enterprises and public institutions and carried out 23 Test Before Invest (TBI) projects, mostly focused on early prototypes of AI chatbots. These projects involved testing the application of digital technologies before their actual implementation and investment, with each participating organization supported by a dedicated project team, resulting in personalized prototype solutions and recommendations. In addition, Infobip delivered 11 training programmes attended by more than 380 participants in Vodnjan, Zagreb, and online. The training focused on practical, immediately applicable knowledge in areas such as generative artificial intelligence, employee onboarding, cybersecurity, and GDPR compliance.


EDIH Adria has demonstrated how structured collaboration, hands-on work, and a strong focus on artificial intelligence can accelerate real digital transformation. For Infobip, participation in the EDIH Adria project was a valuable experience and an opportunity to share our knowledge with the community. AI assistant for the spatial plans of the City of Križevci

The Test Before Invest (TBI) workshops proved particularly useful for the City of Križevci, which wanted to enable citizens to quickly and easily access information on building conditions and spatial plans. For this purpose, an AI assistant was developed that uses artificial intelligence to instantly deliver relevant information about building conditions for a specific parcel in response to a text query sent via WhatsApp. In addition to being available 24/7, it can be integrated with the existing Geographic Information System (GIS) for viewing spatial and municipal data, implemented as a live chat on the city’s website, and easily updated in the event of changes to the General Urban Development Plan.


Through the EDIH Adria project, we demonstrated that the digital transformation of public administration does not begin with technology but with responsible governance. The Test Before Invest concept allowed us to test the real value of solutions for citizens before making investment decisions. The AI assistant developed for the City of Križevci shows how artificial intelligence can simplify access to spatial and municipal information and make public administration faster, more accessible, and more transparent. I believe that a decision-making model based on testing, measurable outcomes, and partnerships with the technology sector, such as our collaboration with Infobip, can and should become a reference framework for the digital transformation of local and regional governments in Croatia.”
